SB 1495: DRE Course Approvals for Real Estate Practice

Notice from California Department of Real Estate Assistant Commissioner of Licensing, Jeff Oboyski

To all interested parties,

As you may already be aware SB 1495 was recently signed by the Governor modifying pre-license statutory course requirements for initial licensure.

Specifically, SB 1495 provides, beginning January 1, 2024, all applicants for the real estate salesperson or broker examination will need to complete a real estate practice course, which includes the following:

  • A component on implicit bias, including education about the impact of implicit bias, explicit bias, and systemic bias on consumers, the historical and social impacts of those biases, and actionable steps students can take to recognize and address their own implicit biases.

  • A component on federal and state fair housing laws and their application to the practice of real estate, which also includes an interactive participatory component where the student role-plays as both a consumer and a real estate professional.

In an effort to avoid any processing delays for prospective applicants on or after January 1, 2024, we ask that a letter is submitted to the Department of Real Estate, signed by either the college’s or university’s Real Estate Program’s faculty chair, program facilitator, and/or dean confirming that real estate practice courses offered by that particular college or university comply with the requirements set forth in SB 1495.

Additionally, along with the letter please provide a sample syllabus which includes the course description, student learning outcomes, objectives, textbooks or instructional materials, and or assignments identifying the inclusion of the components set forth above.
